The meaning of a fixed penalty notice issued by a police officer

When a Police Officer issues a fixed penalty notice, such notice does not pertain to ANY FINDING OF GUILT, nor indeed PROOF THAT AN OFFENCE WAS COMMITTED. Accordingly, a Penalty Notice is NOT REGARDED as a blemish on the persons character. Such notices are now a common method of dealing with low levels of crime. Further, it should be noted, that in any future ( hopefully not ) appearance in a criminal court, would such penalty notice be construed and adopted as evidence of bad character
